Did you reinstall the Weka package for libsvm as well after your reinstall?

Is the typo in your classpath "%CLASPATH%" accidental?

Re: bug? after updating windows 1903

Peter Reutemann
> this is the new pc, with clean installation

You're displaying the "PATH" variable. However, in your screenshot,
you displayed CLASPATH (correct spelling: CLASSPATH).

Instead of using the CLASSPATH environment variable, use the "-cp"
command-line option when using the "java" command, something like:
  java -cp "C:\Program Files\Weka-3-8\weka.jar" weka.classifiers.trees.J48

After that, confirm that the libsvm package is installed by listing
all installed packages:
java -cp "C:\Program Files\Weka-3-8\weka.jar"
weka.core.WekaPackageManager -list-packages installed

Once that's confirmed, try your libsvm command-line again, but with
the "-cp" option.

NB: All command-lines are a single line (email formatting may break it
up into multiple ones).

A blue color indicates that an algorithm can probably handle the data,
but with different parameters. It is not a hard "no, can't handle" (eg
LinearRegression can't handle nominal classes).

Re: bug? after updating windows 1903

Eibe Frank-2

To run schemes made available in WEKA packages from the command-line, you should use weka.Run. Try

  java weka.Run weka.classifiers.functions.LibSVM …

The reason for having to do this is that additional .jar files, included in the package, need to be loaded. The weka.Run class will load those additional .jar files using the WEKA package manager.

Alternatively, you could manually add the .jar files from the package directory to your CLASSPATH, but that is less convenient.

Another advantage of using weka.Run is that you can abbreviate the specification of classes by just specifying a suitable suffix, e.g., you can go

  java weka.Run .LibSVM …

Cheers,
Eibe

Yes, by default packages and other config/log files get stored in the
user's context:
https://waikato.github.io/weka-wiki/packages/structure/#where-does-weka-store-packages-and-other-configuration-stuff

Please don't just send out a constant stream of single line emails,
the Weka mailing list is quite large and every one subscribed to it
will receive these message (you're generating thousands of messages!).
