Zero-shot learning: no, unless you are willing to write some Java code that uses WEKA as a library so solve some of the subtasks in zero-shot learning.

Few-shot learning: yes, as this just refers to learning with a few training instances per class.

Regarding few-shot learning with deep learning models in particular, a method that works well in the cross-domain setting is to use a pre-trained feature extractor followed by a robust base learner applied to the extracted features, such as logistic regression. In WEKA, a possible way to extract features is to use the Dl4jMlpFilter, which comes with the wekaDeeplearning4j package (https://deeplearning.cms.waikato.ac.nz/examples/featurize-mnist/).

If you are willing to write Python code, there is also the WekaPyScript package (https://weka.sourceforge.io/packageMetaData/WekaPyScript/index.html), which makes it possible to write WEKA filters using Python libraries.
