clustering vote

Hello

I have applied k-means to vote.arff and I got some counter-intuitive results:

Attribute                      Full Data          0          1

                                 (435.0)    (211.0)    (224.0)

handicapped-infants                    n          n          y

physician-fee-freeze                   n          y          n

el-salvador-aid                        y          y          n

religious-groups-in-schools            y          y          n

aid-to-nicaraguan-contras              y          n          y

duty-free-exports                      n          n          y

                                          Class                           democrat republican   democrat

which is why I would like to have more info on the features. Eg, aid to contras: republicn no, democrats yes. What does that mean?
Democrats are in favor of further financial support to contras and republican against ?
Or maybe democrats are against a new motion to support them? and republican vice versa?
It is very difficult to read such results w/o proper exaplanation of the features. 
Does anyone know more?

If you text browse the start of the arff there is a little more information.
e.g.

4. Relevant Information:
%       This data set includes votes for each of the U.S. House of
